Businesses proposed their own version of raising taxes What happened: On the eve of the discussion in the State Duma of the tax bill submitted by the government as part of the budget package, businesses continue to make proposals to ease the proposed measures. The head of "Ophora Rossii" Alexander Kalinin sent comments from this association about the project to the Ministry of Finance and the State Duma. In the past, the Russian Union of Industrialists and Entrepreneurs proposed ending the government's tax initiatives. What is proposed: keep the threshold of 20 million rubles. Without further gradual reduction and for the patent taxation system (PTS), which was not previously affected by such a freeze (in the summer the government proposed to freeze the income threshold, above which the users of the simplified tax system are required to pay VAT, at the level of 20 million rubles until the end of 2029 instead of reducing it to 15 million rubles from 12028 to 20278 million rubles). As stated in the letter, for individual entrepreneurs who apply this regime, exceeding the threshold means not only the obligation to pay VAT, but "a complete loss of the right to apply" PSN from the beginning of the tax period and "the need to recalculate debts in another regime, which, under conditions of low margins, may lead to unprofitability and the closure of activities"; to soften the approach to personal taxation on passive income (in the meantime, it is planned to expand the full rates The tax of 13-22% instead of 13-15% for dividend income or bank deposits, sale of shares in organizations). According to businesses, this could undermine the attractiveness of long-term investments and the dividend model, while the lack of a transition period would trigger an early withdrawal of funds from the business. The association proposes to maintain a scale of 13-15% for interest on deposits, which "partially compensates for the inflationary depreciation in savings", and for dividends to limit the maximum rate to 18% (with an assessment of the consequences in two years).
