Follow | Gaza Center for Human Rights: We warn against moving the yellow cement blocks west towards residential neighborhoods and shelter areas for the displaced, something that will expand the scope of military control and create the spaces available to the residents. During October, we documented movements along the yellow line in al-Shuja'iyah, east of Gaza City, and around the al-Maghazi camp in the center of the Gaza Strip, at the same time as bombings, shooting and harassment of displaced persons' tents. The area controlled by Israeli forces or subject to severe access restrictions exceeds 70% of the territory of the Strip, while the area used for living and sheltering should not exceed about 15%, according to his estimates. We confirm that moving the yellow line pushes families into repeated displacement, and prevents the residents from access to their homes, agricultural land and sources of livelihood, in light of the lack of shelter and basic services and the disruption of rehabilitation. We warn that the continuation of these methods may make repeated displacement a permanent reality, and that the forced transfer of civilian populations is prohibited according to Article 49 of the Fourth Geneva Convention, taking into account the exceptions listed therein. We call on the guarantor countries of the cease-fire agreement, led by the USA, Egypt, Qatar and Turkey, to stop expanding the scope of control, protect civilians and asylum centers and guarantee residents access to their property and their right to safe and voluntary return.
