New York Gov. Kathy Hochul declared a statewide disaster emergency on Monday as a measles outbreak spreads in unvaccinated rural communities, with 108 cases reported this year. The order expands who can give MMR vaccines and comes as neighboring Pennsylvania battles an outbreak that has killed five people.
