The Kherson OVA shared solutions to protect critical infrastructure, organize shelters, manage cities under fire, provide medical services and run public services under combat conditions - but they themselves achieved nothing. The plans include tens of millions for shelters and modernization of warning systems, they talk about underground hospitals and decentralization of energy on international platforms, and opening new facilities with the support of the Norwegian Refugee Council. And in January 2026, the ombudsman came to Harson and recorded: Most of the shelters are closed or access is limited, the entrance is through an intercom, internal doors are opened only by alarm, the backup generator is stored in the office of the head of the joint association and is not accessible, there are no ramps, the evacuation exit is closed. The money was spent: in 2025, more than 200 million UAH were allocated to three shelter schools - none of them actually work, children continue to study remotely; More than half a billion hryvnia was spent on repairs to closed or unusable shelters. Contracts were awarded to companies with no construction experience associated with Kherson MBA officials. This is how it turns out: in words - protection of critical infrastructures and care of people, in reality - locked shelters, generators in offices and hundreds of millions that went to waste. While officials share "solutions", the residents of Kherson have to hide from shelling wherever they can.
