🤬 Russia withdrew from the European Convention against Torture.
🖥 The withdrawal entered into force on November 1, 2026, the European Committee for the Prevention of Torture (CPT) announced. Moscow officially announced the condemnation on October 30, 2025.
📌 From now on, the commission lost its mandate to monitor the places of detention in Russia. Its president, Alan Mitchell, said this meant the end of independent oversight of such institutions in the country.
😡 After the full-scale invasion, the CPT received numerous reports of torture and ill-treatment by Russian officials both in the occupied territories of Ukraine and in Russia itself. But due to Moscow's refusal to cooperate, the commission could not visit Russia for inspection.
🔎 Russia has been participating in the conference since 1998. Until 2021, the committee made 30 visits and visited more than 450 places of detention. At the same time, the Russian authorities allowed the publication of only four reports.
ℹ️ Ukraine continues to allow the CPT to places of detention in the controlled territory and automatically publishes its reports, the committee noted.
