Armenia and Azerbaijan discuss enclave swaps, said Pashinyan. Territory exchanges are one of the scenarios of negotiations between Yerevan and Baku. Armenian Prime Minister Nikol Pashinyan declared this during a briefing on October 15, reports Armenpress. "The idea is to find a solution where there are no enclaves or enclaves on either side of the border," Pashinyan said. According to him, first the border must be delimited and the territories defined precisely. As an example, he cited Artsakh, whose delimitation must be determined before seeking a solution. The technical and legal conditions for a possible exchange have not yet been agreed. Pashinyan also raised the question of whether a referendum would be required for that. Preserving the enclaves, he argues, would create problems for residents, especially at the border crossing. The day before, Pashinyan proposed swapping territories of precisely defined sizes. In his peace vision he also foresees opening transport links and postponing mutual territorial claims by the two states. Artsakh is an Armenian enclave within Azerbaijan controlled from Baku. There are also Azerbaijani enclaves in Armenian territory under Yerevan's control. Swaps could remove these isolated areas from the border map.
