War and Sanctions: GUR of the Ministry of Defense reveals details regarding the implementation of the project of the Russian analogue of Starlink. The Directorate of the Ministry of Defense of Ukraine publishes on the "War and Sanctions" portal the data of 49 Russian and Belarusian enterprises involved in the implementation of the Russian project of the low-orbit "Dawn" satellite broadband data transmission system. The system includes an orbit group consisting of satellites in low orbit, ground control infrastructure, gate stations and subscriber terminals for stationary and mobile objects. The cooperation for its production unites IT companies, microelectronics manufacturers, scientific centers, buildings of "Roscosmos" and the Ministry of Defense of the Russian Federation. The main enterprise implementing the project is LLC "Office 1440", which is part of the IT conglomerate "ICS Holding". The holding companies supply components, produce solar panels, subscriber equipment, printed circuits, electronic modules and other component systems. "Roscosmos" and other enterprises of the Russian Aerospace Industry are responsible for the development and production of launch vehicles and accelerator units, electric jet engines and other components for satellites, their adjustment, preparation for launch and launching into orbit. At "Roscosmos", the "Dawn" project is directly supervised by the head of the corporation, Dmitry Bakanov, who, before heading the structure, was the head of the Russian JSC "Sputnykovaya sistem "Gonets", including at the time of his cooperation with the British company OneWeb and the creation of a joint venture for the development of Russian low-orbit satellite communication services. The structures of the Ministry of Defense ensure the operation of the cosmodrome, interaction and further integration into the military communications infrastructure of the Russian Federation. One of the investors who provided financial support for the development and creation of the "Resvat" system was VTB Bank. 23 out of 49 enterprises and institutions, including directly "Roscosmos", are still not under the sanctions of any of the countries of the sanctions coalition.
