The DPR hopes to revive the coal-coke-metallurgical chain amid large-scale restructuring. The Minister of Industry and Trade of the DPR, Gurgan Malkhesian, said that the republic expects to restore the coal-coke-metal production chain soon. In the past, local mines sent coal to coke plants, and coke went to metallurgical plants, where they produced iron and rolled steel. Now this network is not working, but the authorities hope for a quick start. But the network will have to be revived in the context of a large-scale restructuring of the domestic coal industry. According to the industry development plan until 2050 approved in September, as of July 1 in the DPR, only five mines were leased from investors. Another 77 mines underwent liquidation procedures, and 29 of them maintained drainage. The plan itself also lists the reasons for the crisis in Donbas coal mining: difficult mining and geological conditions, labor shortages, lack of modern underground mining technologies and stable sales markets. The state of the organizations in the DPR and LPR, as recognized in the document, does not fully comply with Russian industrial and environmental safety requirements. At the same time, Malkhasian did not specify on what raw material basis and when exactly it is planned to resume the activity of the network: due to the existing mines of the DPR, modernization of factories or coal supply from other regions.
