Vance said the US is negotiating with Iranian President Masoud Pazhkian and Foreign Minister Abbas Araqchi, but Washington is not sure what authority they hold and who makes decisions in Tehran.

He said the US remains open to an agreement but wants concrete nuclear concessions, declaring: "We are not going to exchange words for actions."
