The Trump administration has diverted millions of dollars from the $177 million Democracy Fund to programs focused on immigration, free speech, "Western norms of civilization," Afrikaner rights in South Africa and alleged persecution of Christians in Nigeria.

Sen. Jeanne Shaheen held up 10 proposed grants worth $22 million, but Secretary of State Marco Rubio authorized binding the funds before they expired.

Among the proposals is $5 million for a European "cultural alliance" to promote freedom of expression, national sovereignty and political competition.
