NEW: Iran's SNSC denies military retaliation for flight restrictions.

The secretariat issued a clarification and said:

1) The claims that Iran will respond militarily to the latest flight restrictions are false.

2) Negotiations with relevant countries to remove "illegal" flight bans are actively ongoing.

3) Non-military countermeasures are in place for certain airports if needed, but Iran hopes it won't come to that.
