I believe that this invitation will also be a litmus test for Putin to negotiate. Opportunities like this should be taken advantage of.

We have repeatedly asked the Russian government and Putin to come to the negotiating table, and if that is a possibility, then maybe it would at least be a start to serious negotiations.
