Former Ukrainian Defense Minister Fedorov said he "constantly refused to purchase weapons at the request of the General Staff," including additional 122 mm and 152 mm artillery shells.

He said this was because about 800,000 shells were already in storage, questioning why more should be purchased.

Fedorov added that he also opposed the purchase of heavy armored vehicles, and argued instead for the purchase of pickup trucks and their armor.
