UN Secretary General Guterres:

We are facing a dramatic geopolitical divide, paralyzing the Security Council.

Powers themselves engage in wars, in certain circumstances contrary to international law.

This creates an environment of impunity where middle powers believe they can do whatever they want because nothing will happen to them.

And wars are multiplying and becoming more and more complex.
