Prime Minister Kristen Michel said Russia may eventually need additional measures to sustain the war, claiming that "30,000 to 40,000 men are killed or wounded every month."

If the recruitment changes Estonia's threat assessment, Michal said: "The border can also be closed immediately." He added that Estonia has the ability to close the border crossings "very quickly".
