And the very rich often don't pay taxes and have figured out how to game the system.

...but when I hear billionaires say they're moving to Florida, it's not because they love Florida - nothing against Florida, nice weather - but because they're trying to avoid state tax, which is a rounding error in their wealth.

There is a certain mentality there that says: "I don't have to give up anything."
