One of the rules should be that Turkish-flagged ships, or ships flying other flags, must be able to enter Ukrainian ports, and Russia must not attack them.
Similarly, when Turkish-flagged ships, for example, enter Russian ports, Ukraine will not attack those ships either.
Even with such minimal measures, we can ensure security in the Black Sea.
