The Pentagon has quietly established a secret agency, the Technology Support Office (TSO), to develop cyberattacks, supply chain sabotage, and deception tactics aimed at slowing the military technology programs of adversaries, particularly those of China.

Headed by Deputy Defense Secretary Steve Feinberg, the agency can oversee more than $1.5 billion in classified contracts.
