US and South Korean officials see little chance that Trump will meet North Korean leader Kim Jong Un this year, as Pyongyang has not responded to US outreach.
Despite Trump's willingness to resume talks, North Korea appears to be demanding concessions, which may include sanctions relief.
No meeting is planned, although officials say a summit could still be arranged on short notice.
