Russian fishing vessels are suspected of spying on critical undersea communications cables linking the UK with Europe and the US.
More than 500 suspicious movements involving 17 vessels were detected, with ships repeatedly slowing down, changing course and following cable routes.
British officials fear that this activity may help Moscow identify targets for future sabotage.
