I came to the conclusion that there is no chance that we will solve the deficit from within the government.

Maybe if the president makes it his primary goal, we can do it.

But the problem is that if you try to solve the deficit and stop wasteful spending, you make a lot of enemies.

And President Trump likes to be liked.

He doesn't like people being upset about any funding being cut off.
