From now until 2030, we have about 43 months left.

We are talking about 30 months of preparation for PhD holders, whether from prestigious Egyptian universities or prestigious foreign universities.

A comprehensive mechanism will be established, under the supervision of the Chairman of the Egyptian Parliament, together with a group of trusted intellectuals, politicians, the Minister of Higher Education, and the Minister of Justice.

Whether there are 200, 300, 500, or 1,000 of them, they will study here for 30 months in academia to learn what a state is, what its capabilities and resources are, and how to preserve them.

The Egyptian people will then have the opportunity to choose and select from among this elite.
