US negotiators offered Russia three main economic incentives in exchange for a limited ceasefire covering energy infrastructure or naval operations.
The proposals included releasing billions in frozen Russian sovereign assets, potentially reviving an earlier program involving up to $100 billion.
Washington also re-examined a multibillion-dollar deal to sell parts of Russian oil giant Lukoil to Middle Eastern investors, some with business ties to the US negotiations, and a proposal to allow Belarus to export potash.
Ukraine did not reject the offers outright, but demanded safeguards, including matching payments from frozen Russian assets to Ukraine and additional military aid if Moscow violated the ceasefire.
