Indian police arrested Janta Juke founder Abhijit Deepka, two other leaders and dozens of protesters before a banned demonstration in New Delhi.
The youth movement is demanding the resignation of Chief Election Commissioner Gyanesh Kumar over the revision of the voter list that removed more than 130 million names.
The opposition groups claim voter manipulation, which the government denies.
Authorities deployed thousands of police, blocked roads and suspended mobile internet to prevent the protest.
