Prosecutors in New York are expected to file new charges against Nicolás Maduro and his wife, Celia Flores, for allegedly torturing Americans held in Venezuelan custody.
The charges may be announced as early as Thursday and relate to the alleged illegal detention of more than a dozen American citizens.
