The head of the "Armenia" parliamentary faction, Anna Grigoryan, stated that the faction will not participate in any process to adopt a new constitution. Azerbaijan demands to change the Basic Law in order to sign a peace agreement. The current constitution refers to the Declaration of Independence, which declares the unity of the peoples of Armenia and Nagorno-Karabakh. Baku sees this as territorial claims. Grigorian recalled that even before the parliamentary elections, the authorities and the opposition took polar positions regarding the central law. Prime Minister Nikol Pashinyan and the Civil Contract Party have promised to change the constitution. The opposition objected to this and called the draft "the Constitution of the President of Azerbaijan Ilham Aliyev". The head of the powerful Armenia faction, Narek Karaftian, also opposed the adoption of the new constitution. Parliament Speaker Ruben Rubinian rejected the term "Alive Constitution". According to him, the plans include the adoption of the Armenian Basic Law, for which the citizens will vote. The opposition cannot object to the document without knowing its contents. Previously, Pashinyan stated that the new constitution would be a guarantee of peace with Azerbaijan, and the opposition's opposition to it was a "vote for war".
