Estonian Defense Minister Martin Herm told parliament that the republic plans to build about 150 bunkers near the border with Russia. Of these, approximately 100 bunkers will be located on state land, the other approximately 50 - on municipal or private land. To build on private land, officials will have to negotiate with the owners. In particular, the authorities are considering payment of compensation, lease or purchase of land. At the same time, Haram emphasized that the state has no plans to purchase land on a large scale from private owners. Prior to that, the Estonian Minister of the Interior, Igor Taro, put forward an initiative to liberalize the arms legislation, which includes the introduction of a regime for obtaining permits more easily. Taro explained the proposal in "Threat from Russia" and "Republic's Defense Preparedness".
