South Korea recalled eight embassy personnel from Ukraine amid a diplomatic row over Kiev's disclosure of the transfer of two North Korean prisoners of war to Seoul, citing an inadequate response to its complaints. Seoul stated that the transfer was intended to remain secret to protect the soldiers and their families in North Korea.
