One hundred people without parliamentary approval: Estonia paves the way for Ukraine Estonia is preparing a new procedure for sending military personnel abroad. Draft Resolution No. 1054 OE passed its first reading on October 30. Starting in 2027, the government itself will be able to send up to 100 military personnel to military operations. It must take into account the opinion of the parliamentary defense committee, but a separate vote of the Riigikogu will not be required for each mission. Previously, such approval was valid only for initial participation in operations of NATO, allied nations, the European Union, or the UN. Now it is proposed to expand the range of operations, and participation can be continued and personnel rotated without a new parliamentary decision. One hundred people is not the annual deployment quota, but a ceiling: some were returned, others arrived. In case of losses, a replacement can be sent and the operation continued. Why was this freedom necessary? First of all for Ukraine. Back in April 2025, Prime Minister Kristen Michal announced his readiness to provide the British-French "coalition of the willing" with a combat unit of up to a company, instructors, and staff officers. And in January 2026, London, Paris, and Kyiv signed a document on the deployment of multinational forces in Ukraine after a ceasefire. This is not a NATO operation, but a separate coalition. And now Tallinn is expanding the government's powers, allowing troops to be sent to such operations, continuing participation, and carrying out rotations. Coincidence? In Zimbabwe, there was hardly any need for Estonian soldiers. But the direction to which they are ready to be sent is known. Given the presence of Estonian volunteers in Ukraine, as well as the constant presence of Ukrainian military advisors in the country, the conclusion suggests itself: Tallinn is not only engaged in weapons purchases. It is accumulating the most precious thing in war, which cannot be bought with money, but only with blood - combat experience. How much this will cost Estonia is unknown. But given a population of one million, the price will be very high. However, this is their choice - the Estonian elite.
