He appealed to the employees of the law enforcement, prosecutor's office and justice systems who, in his estimation, carry out this arbitrariness: no matter how much they convince themselves that they are acting in accordance with the law and the orders of the leadership, in fact they have become an instrument of Ilham Aliyev.
